I am running for a seat on The Whispering Palms Community Service District Board (WPCSD)  and below are the three objectives I will pursue if elected. 

During the campaign, other candidates use the "Fiscal Responsibility" tagline.

What does that mean?

  •  Eliminate potential liabilities that we may be responsible for.
  • Raise the values of our homes. 
  • Reduce expense of the waste water treatment facility that the community of Whispering Palms owns. 

The Whispering Palms Community Service District is in possession of three arborists' reports, all with  varying degrees of opinion about the palm trees in  the center medians on Cancha De Golf.  The common thread of these reports is that a significant portion of the palms are diseased, dying, or are unsafe in high winds or other natural weather phenomenon.  While the Board members are not currently in agreement about the status of the trees, all acknowledge some of the palms are potential hazards.  Now the Board officially has knowledge and  if any of the trees do fall on a person, car, or damage a home in Villas 1, The Board must acknowledge they were notified of the risk. The Board is now responsible to take action soon to pursue the safe conditions for residents from these aged palm trees in the center median. Since the last election Board action has been stalemated with only 4 members and the fifth position vacant. Our community needs and deserves that fifth position be filled so decisions can be made for the community and progress moves forward toward beautifying and increasing safety in the center median.  One palm tree fell in windy conditions into the fountain a few years ago. The palm sat for days laying across the fountain on Via De La Valle while trying to determine how to clean it up and at what cost.  Steps need to be taken to prevent a repeat, or worse.

The liability exposure by not replacing the trees for The WPCSD Board and the residents:

If an accident occurs and a lawsuit arises over an injury with the palm trees, the only way our community would be able to cover the costs would be to raise our sewer costs in each household.  For example, when the palm tree fell into the fountain a few years back, the insurance company DID NOT PAY for the repairs since the Board had been advised on the condition of the palm. Currently the District has one of the lowest sewer costs in the county:  approximately $400 per household per year. Do not risk having that fee raised over not spending dollars already in the Whispering Palms Community Service District's account earmarked specifically to address this problem.

The amount in the account is far less than any potential liability if an injury or death should occur as a result of a palm tree falling. However, the amount is more than enough to pay to redesign a safer, more appealing, and modern median design and installation. 

In the process of replacing the diseased palm trees with new ones, The WPCSD can also beautify and improve the center medians to maintain the iconic symbol of the beautiful trees in Whispering Palms.  I propose to add lower ground cover such as geraniums and colorful, drought-tolerant foliage with up-lighting for a beautiful night time statement to match the daytime beauty. Center medians in Indian Wells, Rancho Mirage even Rancho Santa Fe are great examples of how we could re-landscape our center medians to give a "richer look" to the entrance of Whispering Palms. There are several drought-tolerant, colorful, low shrubbery to add color and beauty. Some residents of Whispering Palms specialize in exterior landscaping and would gladly lend their expertise in the preliminary phases of this project.

Please keep in mind that Whispering Palms Community Service District has over $900,000 in this account to take care of these issues as well as maintenance. Those are our tax dollars!

Raising the values of our homes:

After selling over 50 homes in this neighborhood, I clearly understand what raises individual home values. 

  • Lessen traffic noise & view of Via De La Valle to neighboring residents.
  • Improve the entrance and center medians of Whispering Palms to make a strong community statement. 
  • Increase the security within Whispering Palms. 

I have been golfing at Morgan Run since 1995 and owned a home since 2004.  I've had many conversations with the residents and golfers about how the roads affect their quality of lifestyle:  Via Valle Verde, Via Monterrey, Via Pacifica and Avenida Calma.  The noise on Via De La Valle is difficult for the residents but more impacting are the headlights at night in every living room of residents positioned to face Via De La Valle.  A few years ago I petitioned the WPCSD and asked them to plant the Texas Privet hedges along the entire border of Via De La Valle down to the practice polo field. The homes on Avenida Calma were severely impacted by lights and cars all the way to the Polo homes entrance.   WPCSD complied and installed those bushes and now are installing a second row behind the original privets for an additional layer of privacy.

Studies have shown there is less than ten seconds to make a first impression. That includes anyone driving in and out of Whispering Palms.  When entering Whispering Palms, my eyes are immediately drawn to the shopping center to the right.  If elected, my objective would be to improve the center medians so that the first impression becomes the lushness, beauty, and elegance of Whispering Palms.  Palm trees must be there...no doubt about it.  However, they must look and be healthy to enhance the image of Whispering Palms.

Increasing Security in Whispering Palms.

With all the new construction, new apartments, and new businesses in our community, there is an increase in people visiting Whispering Palms. There is good and bad to that...unfortunately it also brings crime.  If I am voted onto the Board, I will promote  installing safety measures, such as cameras at the entrance and exit points of Whispering Palms to read license plates. Many communities have cameras  and they have proven to be great deterrents of crime when they are visible and visitors know they are there.  The recordings created by the motion-sensored readers would be monitored only by the Sheriff's Department if a crime occurs. The Whispering Palms Community Council has researched this and found the readers are affordable and studies show they significantly reduce crime. 

Reduce the cost of operating Whispering Palms Water Treatment Facility.

On the border of Morgan Run East Course and "The Gates" property is The Whispering Palms Waste Water Treatment Facility. That is where all our used water goes to be re-treated. Current costs are approximately $130,000 for electricity to run the facility. These are "demand charges ".  There are other lesser expenses but that is the primary cost of operation. Since the Gates property is currently a horse facility, the enterprise is buying approximately $80,000 worth of treated water from our facility to water their pastures. 

As a member of the San Dieguito Planning Group, I am aware of a proposal to subdivide that property to develop a number of estates. If this happens, it is conceivable these funds that offset the expense to run the facility will no longer be available. There has been some inquiry about running the facility on solar power, but no concrete research yet.  A solar facility has the potential of reducing and/or eliminating the $130,000 annual fee as well as  provide the power needed for operation!  That is being fiscally responsible and creating long term sustainable cost reduction. 

We must not forget that the Whispering Palms Community Service District, as well as others in North County, was created in 1987 for the purpose of having our community control how we want to spend our portion of tax dollars on landscaping our right of ways and managing our water treatment facility. Currently, there is over $1,000,000 sitting in the landscape reserve and it will go up by approximately $125,000 a year.  

  • These tax dollars belong to our community.
  • These funds are meant to be used for the beautification of the landscaping in our right of ways.
  • Being "fiscally responsible" is not to let the money go unused and not improve our community as the current divided Board has had to do.

Let's be fiscally responsible and invest in our community to improve property values, reduce liabilities and increase security in our neighborhood!  Vote for me and I will work tirelessly to get these projects to fruition!

I have served on San Dieguito Planning Group for 4 years and will continue for the next 4 years.

Why is that important to you?

  • I have first -hand knowledge of any proposed or pending developments that might affect W.P. Residents' quality of living, traffic, or any building projects.
  • San Dieguito Planning Group works with County Planners to provide the voice of the community and make recommendations on those projects.

Why is that important to you?

  • I saved the Whispering Palms Community Council  (WPCC) from closure by ANOTHER CANDIDATE for the board who did not see the value of it.
  • The WPCC  is the only voice County Planners/Supervisors recognize for Whispering Palms regarding general plan amendments/changes that affect Whispering Palms.
  • I was responsible for painting of "the no parking areas" at the narrowing of Via De Las Palmas. I used my position on the San Dieguito Planning Group requesting the County Traffic Advisory Committee representatives to visit, evaluate the situation, and paint the curbs.  TAC reports directly to the Director of Public Works.
  • WPCC organized a formal platform for the "step down facility" on Calzada Del Bosque for residents to hear both sides of the proposed project.
  • This will be the 3rd  Whispering Palms Phone Directory I have worked on for the community (it is coming out by end of the year). The phone directory not only  works to bring the community closer but will also be very instrumental in our Neighborhood Watch program; another program to be launched by the WPCC to answer the safety concerns of our community.

Currently serve on The Greens Board HOA.          

Why is that important to you?

  • As detached home owners, we are stepping into uncharted territory with the CCR’s coming to expiration in each neighborhood.
  • The last Board led us to believe we had legal jurisdiction to enforce the CCR'S, which we did not. 
  • The concept of preserving individual golf course views has arisen during the remodels  in the past  few years. Meaning, residents are concerned about their golf course views being blocked in the future by neighboring remodels. This subject needs to be further evaluated and addressed.
